Turnkey Common Effluent Treatment Plant design, supply, and commissioning for industrial clusters across India — textile, tannery, electroplating, chemical, pharma, and food processing clusters
Industry Overview
CETP Design & Commissioning — India
Spans Envirotech designs and delivers Common Effluent Treatment Plants for industrial clusters across India — from concept and process design through equipment supply, civil supervision, commissioning, and post-commissioning AMC. Our CETP experience spans the most technically demanding cluster sectors: tannery clusters (including the Jalandhar leather complex CETP), textile dyeing clusters, electroplating and metal finishing clusters, chemical industrial estates, pharmaceutical clusters, and food processing zones. CETPs range from 500 KLD serving a small estate to 50 MLD serving large chemical or textile clusters with hundreds of member units. Learn more about our CETP capabilities at /cetp/.
A Spans Envirotech CETP project begins with a detailed characterisation of the member industry mix, effluent volumes, and chemistry — defining the specific treatment train requirements for the cluster's pollutant profile. Textile CETPs need colour removal and high-TDS ZLD management; tannery CETPs need chrome recovery and sulphide destruction as mandatory pre-biological steps; chemical estate CETPs need stream segregation and advanced oxidation; pharma CETPs need antibiotic inhibition management. Our process designs are cluster-specific — not generic industrial wastewater designs applied to a cluster context. We provide full DPR documentation in SPCB-required format for Consent to Establish and Consent to Operate applications. For ZLD requirements see /zero-liquid-discharge-zld/ and for chemical estate treatment see /etp-for-chemical/.
Spans Envirotech's CETP commissioning process includes biological startup protocols for the aerobic and anaerobic stages, operator training for CETP management staff, pre-treatment standard documentation for member units, and SPV governance support. Post-commissioning, our AMC services provide resident operators, preventive maintenance, chemical management, and SPCB compliance monitoring — ensuring that the CETP delivers sustained compliance performance, not just the initial commissioning test result.
Industry Challenges
Key Environmental Challenges
Multi-Industry Cluster Effluent Characterisation
Defining the combined effluent profile of a heterogeneous cluster — 50–500 units across multiple sub-sectors with variable production timing — requires systematic member unit surveys, flow measurement, and composite sampling before CETP process design can begin.
SPV Formation and Governance
A CETP requires a functioning Special Purpose Vehicle with legal authority, billing systems, and enforcement powers over member units; technical CETP design without the governance framework results in pre-treatment non-compliance that defeats the treatment system.
SPCB Consent Process Complexity
CETP Consent to Establish and Consent to Operate applications involve DPR submission, technical review, site inspection, public hearing (for large CETPs), and multi-level approvals; the consent process can take 12–24 months for large CETPs in scrutinised sectors.
ZLD Addition to Existing CETPs
Many existing CETPs were designed before ZLD mandates and require retrofitting with RO + MEE — adding space, power, and operational complexity to systems that may already be under performance pressure.
Biological Startup After Civil Completion
A CETP biological system requires 60–120 days to seed, inoculate, and reach stable treatment performance after civil and equipment commissioning; managing this startup period to achieve stable nitrification and COD removal before the SPCB compliance monitoring begins is a critical project milestone.
Our Solutions
Tailored Wastewater Treatment Solutions
Cluster Effluent Characterisation Survey
Member unit-by-unit survey (flow, BOD, COD, pH, specific pollutants), composite sampling, and laboratory analysis before process design; defines the CETP design basis with confidence and identifies units requiring individual pre-treatment before cluster discharge.
SPV Formation Support
Spans Envirotech supports CETP SPV formation — model SPV constitution, member unit agreements, pre-treatment standards documentation, billing framework, and SPCB application strategy; technical expertise combined with project governance support.
DPR and SPCB Consent Documentation
Complete Detailed Project Report in SPCB-mandated format; P&ID, equipment datasheets, OCEMS plan, sludge management plan, and treated water reuse plan; presentation to SPCB technical committee and public hearing support for large cluster CETPs.
ZLD Retrofit Design for Existing CETPs
Space and capacity assessment of existing CETP; UF + RO + MEE sizing for existing treated water flows; integration with existing biological treatment and collection systems; civil adaptation design for adding ZLD within the existing CETP boundary.
Biological Startup Protocol and Commissioning
Seeding with adapted biomass, progressive loading schedule, daily monitoring of MLSS, SVI, and effluent quality during startup; operator training during startup period; SPCB notification protocol for formal performance demonstration after stable operation is achieved.
