STP for Defence Establishments & Cantonments

Defence establishments — army cantonments, naval stations, air force bases, and ordnance depots — are self-contained communities that generate substantial quantities of domestic sewage from personnel barracks, family accommodation, mess halls, hospitals, and support facilities. A medium-sized cantonment of 5,000 personnel can generate 500–1,000 KLD of domestic sewage, while larger cantonments in major cities generate 2–5 MLD. Ministry of Defence directives and MoEFCC/CPCB requirements mandate Sewage Treatment Plants for all major defence establishments, and NGT orders have specifically addressed STP compliance within cantonment boundaries, which are not exempt from environmental regulations.

The primary design requirements for defence establishment STPs are reliability, security, and operational self-sufficiency. Systems must function reliably in remote locations and cantonments with limited access to external maintenance contractors, requiring designs that use standard spare parts, simplified maintenance procedures, and robust engineering with generous equipment redundancy. The STP must be operated by defence personnel — not specialist water treatment engineers — making full SCADA automation with simple operator interfaces and clear alarm protocols essential. Vehicle workshop wastewater from motor transport pools and workshops requires API or CPI oil-water separator pre-treatment before combining with domestic sewage.
