ETP Plant Cost India 2025

Indicative capital costs for Effluent Treatment Plants across capacities and technologies — helping manufacturers understand ETP investment before requesting a formal techno-commercial proposal

Overview

How Much Does an ETP Cost in India?

An Effluent Treatment Plant (ETP) is a mandatory environmental compliance investment for most industrial manufacturing units in India. Whether you are a food processing company, pharmaceutical manufacturer, textile processor, or chemical plant, understanding the likely capital cost of an ETP before beginning the procurement process is essential for project planning and budget approval.

ETP costs in India in 2025 range from ₹20 lakh for a small 50 KLD basic biological system to ₹8 crore or more for a 1 MLD (1,000 KLD) fully automated plant — with ZLD systems for large facilities reaching ₹12–25 crore. These wide ranges reflect the significant impact of effluent characteristics, treatment technology, civil scope, and regulatory requirements on the final project cost. This guide provides indicative price ranges by capacity and technology to help you assess your ETP investment and formulate a realistic project budget.

Spans Envirotech has been designing and commissioning industrial ETPs across India since 1993 — for clients including Britannia Industries, HUL/GSK, Lotte India, KRBL, and Devyani Food. Our experience across hundreds of projects in food and beverage, pharma, FMCG, and textile industries gives us a comprehensive, market-calibrated view of ETP project costs. The estimates in this guide are based on current (2025) material, equipment, and construction costs in India and reflect fully installed, commissioned systems.

Note: These are indicative ranges only. Actual cost is determined by a detailed technical assessment of your specific effluent characteristics, required outlet quality, site conditions, and civil scope. Use these numbers for preliminary planning — then contact Spans Envirotech for a free techno-commercial proposal for your facility.

Cost Drivers

Factors That Affect ETP Plant Price

Influent BOD/COD Concentration

High-strength effluent (BOD >2,000 mg/L) requires larger biological treatment volumes, longer HRT, and in many cases pre-treatment (DAF, anaerobic) before aerobic treatment — all increasing cost. Low-strength effluent (BOD 200–500 mg/L) from light manufacturing is treated in smaller, lower-cost systems.

Treatment Technology Selected

MBBR is typically 20–30% less expensive than MBR of equivalent capacity, but MBR produces superior effluent suitable for direct reuse. DAF systems add ₹10–30 lakh for food/beverage ETPs but are essential for FOG-heavy streams. Anaerobic pre-treatment adds cost but reduces OPEX through biogas generation.

ZLD vs. Conventional Discharge

ZLD adds Reverse Osmosis (RO) and thermal evaporation (MEE/MVR), multiplying overall project cost by 3–5x vs. a conventional discharge ETP. For a 500 KLD installation: conventional ETP ₹1.5–4 crore vs. ETP + ZLD ₹6–12 crore. ZLD is mandatory for certain industries and geographies — the regulatory context drives this investment.

Civil Work Scope

Greenfield ETP projects include new civil construction (RCC tanks, pipe trenches, equipment foundations, control room) — typically adding 30–40% to the total project cost over mechanical/electrical supply alone. Brownfield retrofits into existing structures can reduce civil cost. Remote/hilly sites may increase civil cost further.

Automation and Instrumentation

Basic manually operated ETPs with minimal instrumentation are less expensive upfront but require more operator attention. PLC/SCADA automated systems with online monitoring (pH, DO, flow, COD) add ₹10–30 lakh to project cost but reduce operational risk, enable remote monitoring, and simplify regulatory reporting.

Industry Type and Effluent Complexity

Pharmaceutical ETPs handling API manufacturing effluent with trace organics, solvents, and antibiotics require specialised treatment (activated carbon, advanced oxidation) — costing 50–100% more than an equivalent food processing ETP. Textile and tannery ETPs with colour and heavy metals also carry a cost premium over simpler food/beverage ETPs.

Technology Cost Comparison

MBBR vs. MBR — Which is More Cost-Effective?

The two most common biological treatment technologies for industrial ETPs in India are MBBR (Moving Bed Biofilm Reactor) and MBR (Membrane Bioreactor). The choice between them significantly impacts both capital and operating costs.

MBBR is the more economical option — typically 20–35% lower CAPEX than an equivalent MBR. MBBR uses plastic carriers suspended in the aeration tank for biofilm attachment, with simple downstream secondary clarification. It handles variable loads well and requires minimal skilled operation. MBBR is the recommended technology for most food, FMCG, and general industrial ETPs where the treated effluent will be discharged to an effluent channel or municipal drain.

MBR costs 30–50% more in CAPEX than MBBR but produces permeate quality with TSS <1 mg/L and BOD <5 mg/L — directly suitable for reuse in cooling towers, boilers, or utility processes without additional treatment. MBR also has a smaller footprint. For ETPs where water reuse is the primary goal, or where available space is severely constrained, MBR's higher cost is often justified by the value of the recovered water.

For ZLD systems, MBBR is typically used for biological pre-treatment before the RO/evaporation stages, as the additional capital invested in MBR is rarely justified when the effluent will proceed to membrane and thermal treatment regardless.

Operating Costs

ETP Operating Cost (OPEX) in India

Beyond the capital cost, ETP operating expenses (OPEX) are an ongoing cost that plant managers must factor into the total cost of ownership. For a conventional biological ETP, total OPEX typically ranges from ₹15–60 per KL of treated effluent, depending on technology and local input costs.

OPEX ComponentConventional ETPETP + ZLD
Power₹6–20/KL (0.4–0.8 kWh/KL)₹40–100/KL (8–15 kWh/KL for evaporation)
Chemicals₹3–12/KL₹8–20/KL (RO antiscalant, CIP chemicals)
Sludge Disposal₹5–20/KL₹5–15/KL (reduced volume with ZLD)
