Calculate your annual effluent discharge loads and understand your Form V filing requirements under the Water (Prevention and Control of Pollution) Act 1974. Enter your daily flow and effluent parameters to get monthly and annual pollutant load estimates for your SPCB Annual Return.
Your Effluent Data
What Goes in Form V?
Form V (Annual Statement under Rule 7, Water Prevention and Control of Pollution Rules 1975) requires reporting:
- Total quantity of effluent discharged during the year (in kilolitres)
- Quality of effluent — key parameters: BOD, COD, TSS, pH, TDS, and other parameters as specified in your Consent to Operate
- Details of treatment process installed and operating status
- Details of sludge generated and disposal method
- Water consumption data (source, quantity used)
- Any changes in manufacturing process or effluent characteristics during the year
The form must be submitted to the SPCB by 31st January each year for the preceding calendar year. Non-filing is a compliance violation that can lead to Consent to Operate non-renewal.
Understanding Form V — Annual Return Under Water Act 1974
Form V is one of the most consistently overlooked compliance obligations for industrial units in India. While most companies focus on getting the Consent to Operate renewed, the annual Form V filing — due every 31st January — is often filed late, incompletely, or not at all.
The consequences range from mild (show-cause notice at next CTO renewal) to serious (refusal to renew CTO until back-filings are submitted). In an era of increasing regulatory scrutiny through NGT petitions and OCEMS data, having clean Form V records matters more than it used to.
The key data items required are: total effluent volume discharged (KL/year), quality data for parameters specified in your CTO, treatment plant status, and sludge disposal records. Use this calculator to verify your pollutant load calculations before filing.
Frequently Asked Questions
What is Form V under the Water Act?
Form V is the Annual Return filed under Rule 7 of the Water (Prevention and Control of Pollution) Rules 1975. It reports annual effluent discharge volume and quality data to the SPCB. Due by 31st January for the preceding calendar year.
Who must file Form V?
All industrial units with Consent to Operate that discharge effluent. Requirements vary by state — most states require it for Red and Orange category industries. Check your CTO conditions for your specific obligation.
What is pollutant load and why does it matter?
Pollutant load (kg/day) = Concentration (mg/L) × Flow (KL/day) ÷ 1000. SPCBs increasingly set consent conditions based on load limits rather than just concentration — especially for large dischargers in water-stressed river basins.
What is the penalty for not filing Form V?
Non-filing violates CTO conditions and can prevent CTO renewal. Persistent non-filers may receive show-cause notices or be referred to NGT through citizen complaints. Regular filing is low-effort compliance hygiene that protects your operating licence.
Can Form V be filed online?
Most states now have online portals for Form V filing — MPCB (Maharashtra), GPCB (Gujarat), TNPCB (Tamil Nadu), and others. Check your state SPCB website for the current online submission process.
