Industry Overview

ETP Manufacturer & Supplier — Delhi NCR

Delhi NCR is India's largest urban industrial agglomeration, encompassing the National Capital Territory of Delhi and industrial clusters spread across three states — Haryana (Gurgaon, Manesar, Faridabad, Bahadurgarh), Uttar Pradesh (Noida, Greater Noida, Ghaziabad, Hapur, Bulandshahr), and Delhi's own industrial estates at Okhla, Narela, and Bawana. This geographic spread means industrial units in the NCR may be regulated by DPCC (Delhi Pollution Control Committee), HSPCB (Haryana State Pollution Control Board), or UPPCB (Uttar Pradesh Pollution Control Board) depending on their location — each with distinct consent processes and inspection regimes.

The industrial profile of Delhi NCR is exceptionally diverse. Noida and Greater Noida host major FMCG manufacturers (ITC, Dabur, Marico, HUL), electronics companies, pharmaceutical formulators, and food processing units. Gurgaon-Manesar is home to India's largest automotive cluster — Maruti Suzuki's Manesar plant (the largest single automotive manufacturing site in India), Hero MotoCorp, and hundreds of tier-1 automotive component suppliers — alongside a rapidly growing pharma and FMCG presence. Faridabad concentrates auto components, engineering, and chemical industries. Ghaziabad hosts chemicals, pharma, and food processing.

The Yamuna River — which flows through Delhi — is one of the most polluted rivers in India, and industrial effluent discharge is a major contributor. The National Green Tribunal (NGT) has taken direct jurisdiction over Yamuna pollution and has issued multiple orders targeting non-compliant industries in Delhi NCR. NGT-directed closure orders for industries without functioning ETPs have been enforced, making ETP compliance not merely a regulatory requirement but an existential operational necessity for Delhi NCR manufacturers. Industries discharging to the Yamuna basin face the highest level of regulatory scrutiny in India.

Spans Envirotech has been designing and commissioning industrial wastewater treatment systems since 1993. We have delivered ETPs, ZLD plants, and STPs for food and beverage manufacturers, FMCG companies, pharmaceutical units, and automotive suppliers across North India. Our complete EPC services — process engineering, equipment supply, civil coordination, commissioning, and annual maintenance contracts — make us a reliable partner for Delhi NCR manufacturers navigating the demands of DPCC, HSPCB, UPPCB, and NGT compliance.

Industry Challenges

Key Environmental Challenges

Multi-Jurisdiction Regulatory Complexity — DPCC, HSPCB, UPPCB

Delhi NCR industries must deal with three different state pollution control boards, each with different application forms, documentation requirements, fee structures, inspection protocols, and enforcement intensity. DPCC is the most active enforcer for Delhi-based units; HSPCB has been strengthening enforcement in Haryana under NGT direction; UPPCB in Noida/Greater Noida has a high volume of industrial units under its jurisdiction. An EPC partner with experience across all three boards reduces compliance risk and approval timelines.

NGT Oversight — Yamuna Pollution and River Basin Enforcement

The National Green Tribunal's active oversight of Yamuna pollution is the single biggest regulatory driver for ETP compliance in Delhi NCR. NGT has directed regular inspections of industrial units in Delhi, Noida, Gurgaon, and Faridabad — and has issued closure orders against units with non-functional or sub-standard ETPs. Industries near the Yamuna, Hindon, and Krishni rivers face especially intense scrutiny. All ETPs in the NCR must be functional, CPCB-standard compliant, and capable of passing surprise NGT-directed inspection.

Automotive Industry Wastewater — Paint Shop, Surface Treatment

Automotive OEMs and tier-1 suppliers in Gurgaon, Manesar, and Faridabad generate complex wastewater from paint shops, phosphating lines, electroplating, cutting fluid disposal, and surface treatment. Wastewater contains heavy metals (zinc, nickel, chrome), emulsified oils, solvents, and high COD. Multi-stage treatment including chemical precipitation, DAF, and biological polishing is required — a different treatment profile from standard food or pharmaceutical ETP.

FMCG and Food Processing — High BOD, FOG

Noida and Greater Noida host India's highest concentration of FMCG manufacturers outside of Mumbai. These plants generate high BOD/COD effluent (500–5,000 mg/L) from food processing, personal care, and home care manufacturing. CIP discharge, packaging washdowns, and product losses all contribute. Primary treatment (fat traps, DAF) followed by MBBR biological treatment is the standard approach for CPCB-compliant discharge.

Pharmaceutical Wastewater — Noida-Greater Noida Pharma Belt

Greater Noida and Noida Sector 64–167 industrial areas host a large concentration of pharmaceutical formulation and API manufacturing units. Pharmaceutical wastewater is characterised by complex organic load, biologically active compounds, cleaning agent residues, and in some cases heavy metals. Advanced biological treatment with additional activated carbon polishing or AOP is required for UPPCB pharmaceutical discharge standards compliance.

Space and Infrastructure Constraints — Legacy Industrial Estates

Legacy industrial estates in Okhla (Delhi), Faridabad, and older Ghaziabad clusters were developed without provision for modern ETP infrastructure. Many plots are fully built-up with minimal space for ETP civil construction. Compact MBBR-based systems with above-ground stainless steel tanks or containerised modular ETPs are often the only viable option for brownfield ETP installation in these constrained sites.
